Federal and local prosecutors announced 42 arrests and indictments Friday, as part of the multi-year investigation featured in the Rocky Mountain PBS documentary "Cultivating Crime."

Law enforcement all over the country have been finding Colorado marijuana in their states in the years since Colorado voters legalized recreational marijuana -- and Florida is one of the leading destinations.

They came to Colorado, often on the promise of opportunity, and ended up in handcuffs, swept up in the state’s attempts to cut off the export of illegal marijuana to other states where the drug is still illegal.

Is Colorado’s marijuana black market growing? Experts say it is difficult to truly measure something that is happening underground, but most of the existing measures from law enforcement point to a black market that has grown since recreational use and purchase of cannabis was legalized in 2014.

Five years ago, Colorado voters decided to stop sending adults to jail simply for using marijuana. Proponents said the legalization of cannabis would have a healthy side effect: it would kill the sale of illegal marijuana in Colorado. But instead law enforcement officers say Colorado has become a major exporter of illegal marijuana.
